Here is what the Australian Government does to fuel prices. I know your excise is much higher, but is it this complicated and stupid?

Artifically raise crude prices to Tapis price levels

Make almost half of fuel costs tax. Place egregious resource rent tax on firms which can produce fuel cheaper than Tapis price

Tax and quota system drives out competition. (Esso),

Blame companies for a lack of competitive pricing.

Subsidise an uneconomic alternative fuel in a loss making subsidy system.

Tax the ethanol fuel.

Create onerous planning regs making distribution of fuel by large and independent companies difficult, encouraging monopolistically competitive behaviour.

Congratulate selves when pointing out market is uncompetitive and then punish the firms that can put up with all the tax, regulation and quotas.

Here's another thing that happens in your oil industry.
You want to develop a new offshoreoil field somewhere off your coast so you get some offshore contractors in to install all the hard ware. Only, when the ships get as far as Singapore the European crew are kicked off and replaced by local, aussie labour who are then expected to operate these ships safely when they are all unfamiliar with their equipment.
It's all going to go pear-shaped one day, it's only a matter of time.
