Hidden Identity

I acquired and old bakelite phone today and in the process of stripping it down for cleaning, hidden in the bottom draw, neatly folded and concealed within the card for the telephone area codes was this letter:

With a dial phone that equates to 846 which I thought it was, seems I was wrong though.
