Go to the post offices and ask to see the electoral rolls. Even if people have silent phone numbers, they will most likely still be on an electoral roll somewhere. And it will list their address, of course. Go to the areas you suspect they might live in first, then branch out. You may have a long search ahead as you may need to go through all the electoral districts to find some.

They could be relations.

do you perhaps at least have a copy of the decree nisi? maybe that would help courts locate the decree absolute
